Why it matters here

Nobody has an ISO 7101 library to inherit

ISO 7101 is new enough that there is no established body of healthcare procedures to borrow from, and adapting a manufacturing set leaves gaps that are invisible in the document. These are written from the standard's own requirements outward.

The difference is not Clause 8.9

A factory template can cover controlled conditions. It has nothing to say about the four clauses that sit beside them.

ISO 7101 places service provision at Clause 8.9, and a competent quality professional will recognize the controlled conditions immediately. What has no equivalent anywhere in ISO 9001, 13485, 14001 or 45001 is what surrounds it — and a procedure set adapted from another standard will be silent on all of it.
